To be eligible to transfer schools, you must be pursuing a full course of study at your current school. Otherwise you are "out of status" and must apply to INS for reinstatement to student status to allow you to transfer, or exit the U.S. and enter under the new school’s I-20. 

Students transferring to another school should obtain an I-20 from the new institution and notify a DSO at WIU of their intention to transfer. Upon arrival at the new school, the student must report to the International Student Advisor/DSO at the new school.
